Thanks, chrome3d! It’s a goose, of course; some sort of goose-trumpet-kazoo combo.
And it’s quite the parade–the Heart of the Beat puppet theater has been putting it on since 1975, and it involves people from all of the neighborhood building wonderful costumes and floats and other whimsical stuff. If you should ever find yourself in the northern tier of the western hemisphere in the early spring, you must see it!
